- In a large pot, heat 2 tablespoons of extra-virgin olive oil over medium heat. Add one medium yellow onion, one small red bell pepper, and 3 minced garlic cloves. Cook for about 10 minutes until the onion is soft and golden.
- Stir in 1 teaspoon of dried oregano, 1 teaspoon of ground cumin, 1/2 teaspoon of ground allspice, and a pinch of crushed red pepper flakes. Sauté for 1–2 minutes, then add 2 tablespoons of tomato paste. Cook for another 1–2 minutes.
- Reduce heat to medium-low and add 1 pound of lean ground beef. Stir frequently for 6–8 minutes until browned all over.
- Mix in one can of diced tomatoes and pour in 1/2 cup of dry white wine. Simmer for about 3–4 minutes, stirring occasionally.
- Add 1/2 cup of dark raisins, 1/2 cup of halved green olives, and 1 tablespoon of drained capers. Stir and simmer for another 2–3 minutes, adjusting seasoning with kosher salt as needed.
- Serve over cooked white rice for a traditional meal, optionally pairing with black beans.
