Add garlic powder, onion powder, salt, black pepper, and 1 cup of French fried onions. Stir well for about 2-3 minutes until thoroughly mixed.
  3. Grease a 9x13-inch baking dish with cooking spray. Spread the mixture evenly into the dish.
  4. Bake uncovered for approximately 30 minutes or until the edges are bubbling and the top is set.
  5. Remove from the oven and sprinkle the remaining 0.5 cup of French fried onions on top. Bake for an additional 5 minutes or until onions are golden brown.
